During the flower parade, the procession consists not only of floats, but accompanying musical bands and also all kinds of vehicles (such as passenger cars and tractors) decorated with flowers too.
This photograph shows one of in the parade participating musical band. In spite of the overcast and rainy weather, all the participants contributed to a festive atmosphere there.

I see they are in marching mode when you caught this one. Excluding the drum line, the instruments are down. Besides the rainy conditions, it appears chilly, looking at the clothing of the bystanders.
