This is a manmade sculpture that is done on Belle Island each year. They leave the water running to form them at the start of winter. There are several through out the park.
Looks like an old wizard who is peering out at us with his arms outstretched. I can't see it as a waste of water when it will merely melt and be absorbed back into the water table at some point. It's got to be cheaper than marble..good thing you got this pic of it, cause I bet there are no two alike!!
