The idea is good but there's a bit too much confusion in the immediate foreground that's distracting.
Cloning out the iron stanchions and chains, and a bit at the tops of the pilings still gives a nice view across the bay and retains the pilings to partly frame and indicate distance.

I remember this in the voting booth and I gave it a high mark.
Perhaps the poles could have been on the far right instead of cutting the picture. The piling anchors the photo and is nice.
