John, initially I thought that this very futuristic city was dealing with an earthquake, but happily I couldn't see any damage and injuries. Even the illuminated advertising is still intact. So it remains a mystery to me what caused these quavering heights.I won't wonder about that any further, because I'm going to focus on enjoying this render!
If you think you can't accept something, try to change it. But if this doesn't work, don't be frustrated, but give it later another try. The one who perseveres wins!
