This picture was taken on the seafront of Flushing, a town in Zeeland, The Netherlands.
On the far left side of this capture one can see the spot where THIS ONE was taken.

-Are those hotels or condos or both?: both;
-Do the people clean up after a day on the beach or does the city take care of that?:
I think it's no different here from the rest of the world. Most people are disciplined and clean up their waste. To this purpose, the beach is well equipped with garbage cans in which plastic garbage bags have been placed (as seen in this one), but there are also (not well-behaved) beach goers who leave their mess behind. At the end of each beach day, municipal employees ensure that the beach looks spic and span, ready for the next day.
