This artwork was created by the female artist Annick Vanden Abeele and got the name 'Waste Of Plastic'. It could be seen at the seafront of the town of Terneuzen, Zeeland, The Netherlands on the occasion of the Verbeeldingsroute (Imagination route). By checking out the above link, only a Dutch version is available, so I did an attempt to translate the poem. It reads:

"On the banks of rivers

On the many beaches

Plastic in all shapes and forms

Loss of cargo,

Boxes, bags, boxes break

The little plastic balls

Live their own lives and continue

Unfortunately their way."
