Of course I have to agree with Raj, not only because he's my friend (lol) but a retired maritime colleague as well. Like to add however that it can be either an active beacon (because of the 4 possible antennas/transponders) or a passive one. It's pretty hard to see what's on top of the mast. Can be a radar reflector to make the shoreline with its small islands more visible on the passing ships radar systems or it can be a solar panel to provide the beacon with electrical power.
