I think it's pretty much open to your own interpretation. But the final decision is made by the judges.

Yes, we are going to re-start having all the moderators judge the contests instead of just myself.

I think that having moderators judging them is a better idea then just one or two people doing it. Less likely to be biased towards one type of postings.. even I have my favorite types of postings. I am sure the Moderators are happy to do something besides just allowing or rejecting uploads. :c)

'Petales doux' of Peapod is present in "New image" gallery with a c-index of 82:100 and in the "contest" gallery with 50:100. Maybe the visitors of the contest are much more demanding... ;-)
