I think that's called a caruncle, similar to the wattling on the neck of a turkey or the face of a muscovy duck. Actually, since you're in Indonesia, I'm thinking this one you captured is also a muscovy. That bulbous knob above the middle of his bill is a giveaway but this one doesn't have the amount of odd deformity as I've seen before.
