Vendor or buyer? If the latter is the case, this person is probably checking the creditworthiness of his account on his cell phone in order to buy a necklace for his wife or friend. Hope he won't be disappointed.
However, I haven't been able to discover any certificates of authenticity, 😁 .
This image was taken at an outdoors market in Middelburg, Zeeland, The Netherlands.

He looks like the vendor :) A bright and interesitng picture Cornelius. Odd that the armless model has no necklace to adorn her and she's not much use at spotting buyers either as her eyes are covered by her hat!

I'm going with vendor as well. Maybe he is playing a game on his cell phone while waiting on customers. I agree this is colorful, and brightens things up for me, I'm getting the cold and snow that Kathy is getting.

At first glance I thought him the buyer, checking with his wife or lady friend on his cell which one she would like but now I notice him sitting so I also say 'vendor'...a colorful display and well taken.
