In Holland they are called 'lupine'. Think that the English name for them is similar: lupines. They belong to the fabaceae-family (up to 600 species).

Yes, Cornelius is right, they are Lupines. I had some in my landscaping but they grew to be pretty big and partially blocked my walk. Lovely flowers...lovely image!
