Richie, due to the construction in the foreground it's not a problem for pedestrians to leave the site provided the iron gate in the background isn't locked. In my country we also have these structures, intended to allow walkers to enter a fenced area, while for cattle it's an impenetrable barrier.

It is my guess that when the gate is swung towards us and fully to the left, it closes the gate opening on the right. Ingenious.
