We've all had hair days like this Rob. He looks uncomfortable, as well he should, with all that around his neck. Maybe he was afraid the next thing would be a rope.

As you said, Rob, he's pretty much unidentified in history, but, as Stephen Colbert of The Late Night With Stephen Colbert Show would identify people in the news, he would be "Charles Lariman, and a man who suddenly realizes he'll never get that tie untied... ever!"

Mr. Lariman looks like a very distinguished gentleman - his hair was most likely the style for those times - he reminds me of an author - beautiful colorization Rob - Excellent work as always, my friend!!!!!!!!!!!!

Must have been a man with a strong character, or he has - because of his probably with static electricity loaded hair and the 'friendly' look on his face - just suffered from an electrical shock, Rob, ☺ .
I was searching for additional info too, but I already knew by your additional comment and 'Nik''s comment above, that it would be a 'mission impossible'.
